On September 26, 2023, the State Council Information Office of China released a white paper titled "A Global Community of Shared Future: China's Proposals and Actions." 

The white paper marks the tenth anniversary of President Xi Jinping's vision of building a community with a shared future for mankind.

China's Considerations Behind the White Paper

Chinese Foreign Ministry Spokesperson Wang Wenbin explained China's considerations behind the white paper in a press conference on the same day. 

He said that the white paper is an important document that systemically outlines the core components of the thinking behind the vision and how it has been practiced. 

The document is also an important action on implementing Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era and Xi Jinping Thought on Diplomacy.

Wang Wenbin also stressed the following points:

• The vision of building a global community of shared future is consistent with the prevailing trend of history. It responds to the call of the times and reflects the call of people in the world for peace, justice and progress.
• The vision has been personally advocated by President Xi Jinping and has been translated into action, gained immense support and produced notable results. The vision has brought prosperity and stability and created tangible benefits for people's wellbeing across the world.
• China is both an advocate and a doer in delivering that vision. China has worked actively to promote high-quality Belt and Road cooperation, proposed and delivered on the Global Development Initiative, the Global Security Initiative and the Global Civilization Initiative. China is working with more and more countries and regions to jointly build such a global community, so that China can contribute ideas and strength to response to global challenges and better global governance, and make greater contribution to world peace and development.

Recent Developments

In recent years, China has made significant progress in advancing the vision of a global community of shared future. For example:

• China has become the world's second-largest economy and a major trading partner for many countries. China's economic growth has lifted millions of people out of poverty and contributed to global economic development.
• China has played an active role in international organizations and multilateral forums. China has also proposed and launched a number of global initiatives, such as the Belt and Road Initiative, the Global Development Initiative, and the Global Security Initiative. These initiatives have been welcomed by many countries and have helped to promote global cooperation on a wide range of issues.
• China has provided assistance to developing countries in a variety of areas, including poverty reduction, education, healthcare, and infrastructure development. China has also worked with other countries to address global challenges, such as climate change and the COVID-19 pandemic.
